The New York State Energy Research and Development Authority (NYSERDA) offers an essential program called EmPower+ No Heat, which provides critical support to low-income New Yorkers in need of heating system replacements, including boilers and furnaces. This program is designed for households that cannot afford to repair or replace unsafe or non-repairable heating systems, offering non-repayable financial aid for replacements. The goal is to keep families safe and warm during the winter while upgrading to energy-efficient systems that lower energy costs.

Approval for the EmPower+ No Heat incentive is based on income. To qualify, households must generally be deemed ineligible for or denied HERR funding (Home Energy Repair and Replacement program). Exceptions exist for applicants who have owned or lived in the home for less than 12 months, those residing in 3- or 4-unit homes, situations where the heating system is inoperable due to fire, flood, or natural disaster, or households transitioning from delivered fuels (oil or gas) to heat pump technology.

NYSERDA offers incentives based on income levels, ensuring that no household is left without heat during the winter:

  • Tier 1 (low-income): Furnace replacements up to $6,000 per system

  • Tier 1 (low-income): Boiler replacements up to $10,000 per system

  • Tier 3 (moderate-income): Furnace or boiler replacements up to $2,000 per heating system
